'My constituents disagree ...'

Editor's note: The following is the text of the letter Charlie Dean sent to Kirby B. Green III, executive director of the St. Johns River Water Management District.

Dear Mr. Green,

It is with great discontent that I write this letter to you today. Over the last several weeks, I have read the coverage of our local newspapers reporting your district's desire to explore the interdistrict transfer of surface waters to utilities outside of our region. To say I am opposed to this notion is an understatement.

The purpose of this letter is to request a formal response from you to address the lack of communication from your office notifying me of these proposals. A very large population within District 3 would be adversely affected by this plan. To be informed of it through the media is unacceptable.

Secondly, I am deeply concerned that your district would even consider the possibility of water transfer without minimum flows and levels being established. Compliance with this law is long overdue and I am disturbed that your exploration has not been deterred by this fact. As many of the targeted withdrawal sites by the utilities do not have established MFLs, I request your reasoning behind targeting these sites for withdrawal.

Finally, I am requesting any and all written communications between your district, Suwannee River Management District and Southwest Florida Water Management District as it relates to the aforementioned proposal. From what I have read in the paper, it appears to me that there have been meetings between representatives of these agencies. I feel the time is long overdue for my constituents to be brought into this discussion. To be very plain, my constituents disagree with Ms. Barbara Vegara's sentiments in the July 25 edition of the Ocala Star-Banner that "it is not your water."
